My dear Truelle,

ith reference to Mounsey's letter of April

11th regarding the appeal of Nguyen si quoe (Sung Man

Cho) to the Privy Council, you will remember that the

Governor of Hong Kong made an order of deportation

against thie men, and this order provided that he was

to be held in custody and placed upon a vessel going

to French Indo-China. He appealed, contending that

the order of deportation was not validly made under

the law of Hong Kong, and challenged the order in the

courts of liong Kong. The court of Hong Kong upheld

the validity or the order, and „uoc then appealed to

the Privy Council against the decision of the court

of liong Kong.

The Crown accordingly instructed Counsel

to resist the appeal, but Counsel, after studying the

matter, advised that in their view the appeal of uoc

Monsieur Jacques Truelle.
